The RM of Dauphin has presented a new proposal, regarding joint funding for Dauphin Rec Services.
The RM presented the proposal on December 11th that addressed concerns raised by both parties throughout the negotiation process.
According to a news release today, the City unanimously rejected the proposal at a meeting on December 13, providing no insights as to what elements of the proposal they had concerns with.
This Joint Service Proposal laid out a few key points. It meets the city's request for per capita funding for operations and also added up to $50,000 for capital. It also seeks to dissolve the current DRS board and construct a new one with representation from the city and the RM.
As part of the per capita basis, the RM proposed splitting capital expenditure funding for the Dauphin Fire Department at 25% RM / 75% City, while operational funding expenditures would be on a per capita basis.
Reeve Ernie Sirski notes that “The RM proposed a structure that would have the City and RM be true partners in recreation and we are disappointed that the City rejected this concept so quickly.”
