Mayor Eric Irwin says the bridge will be finished after the river freezes.
"Either rent a super crane that costs too much money or you sort of wait until the river freezes and you sort of build a scaffold and you sort of put the bridge together in that fashion and I think they're planning on doing that in January."
In the meantime, Irwin says the bridge abutments and a trail will be made.
