The composting area at Dauphin's waste disposal site is now under 24 hour surveillance.
The compost area fully opened again last week after being temporarily closed after hours to install night-vision cameras.
Public works director Bill Brenner says they had to do something to try to stop people leaving non-compostable materials.
"We had a few evenings somebody left some garbage, and actually a fridge and a stove I think was the last thing that was dropped off there. So we had to do something to try and curb that. It is for compostable materials only, no other waste, so we have to ensure that's what goes in there.
He says there are fines for those caught leaving inappropriate materials, and banning specific people entirely is one option the city is looking at.
