Extreme Cold Weather Warning in Effect Across Parkland

Environment Canada issued an extreme cold warning for the communities of Dauphin, Gilbert Plains, Grandview, Ethelbert, Roblin, Lakeshore, Russel-Binscarth, Mossey River, and Riding Mountain West.

Extreme wind chills in the area are forecast for -40 to -45 this morning.

Temperatures are expected to remain through tonight and into Sunday morning.

Environment Canada advises people in the effected areas not to stay outside for more than a few minutes at a time, as frostbite can develop quickly.

Hearings Requested for Hydro's Minnesota Transmission Project

The Manitoba government has asked the Clean Environment Commission to hold public hearings on Manitoba Hydro's proposed Manitoba to Minnesota Transmission Project.

Conservation Minister Tom Nevakshonoff says they want Manitobans to have the opportunity to share their views on the proposal.

The project will include the construction and operation of a high-voltage transmission line from the Dorsey Converter Station northwest of Winnipeg to the American border south of Piney.

The Clean Environment Commission is an arm's-length provincial agency that encourages and facilitates public involvement in environmental matters

Minimum Income Proposed by Manitoba Liberals

Manitoba Liberals are promising an updated look at a guaranteed minimum income if they win the April 19th provincial election.

Liberal Leader Rana Bokhari says she would set up a pilot project in which poor people would be assured a certain amount of money each year to improve their circumstances.

Bokhari says she would run the experiment in two communities to be decided later.

Research from a similar project here in Dauphin in the 1970s, found an assured income reduced the number of hospital visits and improved the overall health of residents.

Oil and Gas Prices Down

The price of oil and the dollar are at 13-year lows.

Oil ended the week at $29.42 U-S a barrel, while the oil-sensitive loonie closed at 68.82 cents U-S.

Low oil prices and the slowing Chinese economy are blamed for sharp losses yesterday on the Toronto and New York stock exchanges.

As the price of oil comes down, so too does the cost of filling up.

GasBuddy.com says the average price of regular gasoline across the country is 92-cents a litre -- down 4.6-cents from a week ago.

Regular gas at Dauphin's stations right now is selling for 91.9 cents per litre
